ELMIRA, N.Y. -- Twin Tier administrators were paying close attention to Governor Cuomo’s State of the State Address. Local educators were upset with what Governor Cuomo didn't say.

The superintendent of the Elmira City School District is concerned about the financial crisis districts are facing. Cuomo wants to give incentives to 'master teachers' who teach other leaders. But local districts have been eliminating positions and wonder how that will be achieved.

The superintendent says the governor and area districts are living in two separate New Yorks.

"What the state has shown us in this region is that they're okay with cutting us and that they believe this solution is consolidation, merging and having larger regional high schools, when the data suggests there is no statistical support or research that supports that position, so I'm disappointed," ECSD Superintendent Joe Hochreiter.

Cuomo also talked about extending the school day or the school year, which will be fully funded by the state.
